TV, radio and DOOH advertising automation for Indonesia

OpenMediaLogic can be deployed for Indonesian television groups, radio networks, out-of-home operators and agencies. It is not live in Indonesia today: the platform runs in Kazakhstan, Uzbekistan and Azerbaijan, where 200+ media brands use it. This page describes what an Indonesian deployment would involve, in the market's own terms — and the site exists in Bahasa Indonesia, so the platform's description is readable in the language the market works in.

Coretax: every invoice is electronic now

Since the Directorate General of Taxes moved invoicing to Coretax in 2025, every VAT-registered business (PKP) issues its tax invoices (faktur pajak) electronically through the new system, with real-time validation and paper allowed only during outages. An advertising deal produces a chain of documents — order, schedule, certificate of airing, reconciliation, invoice — and the platform issues them from the record the booking was made in; an Indonesian deployment connects that output to Coretax through the API rather than leaving it to be re-keyed.

How Indonesia trades, and what the platform connects to

  • Television audience is measured by Nielsen, whose people-meter panel was expanded in 2022–2023 to cover more cities and audiences; television is planned and traded on ratings, GRP and cost per point within a target group, with prime-time and daypart pricing. The Indonesian Broadcasting Commission (KPI) also publishes a programme-quality index (IKPSTV) as a second reference. The planning module takes Nielsen data through the API and calculates GRP, CPP, reach and frequency on it.
  • Groups — MNC (RCTI, MNCTV, GTV, iNews), Emtek (SCTV, Indosiar), Trans Media (Trans TV, Trans7), Viva (ANTV, tvOne) and the other national and regional broadcasters — sell their own airtime through their own sales teams; the three largest groups hold most of the prime-time audience. A group with a traffic system of its own connects it through the API; a regional channel or a network affiliate selling from spreadsheets runs its book on the platform.
  • Radio is large and fragmented — national networks and hundreds of local stations in a country of 280 million — and audience is measured by Nielsen in the major cities. The radio module handles the schedule, rate cards, booking, certificates and reconciliation for a network of any size, and is where a system pays off fastest in a market this fragmented.
  • Out-of-home — the Jakarta and regional operators sell classic and digital inventory directly, with LED screens growing quickly along the major corridors. The platform runs the direct business — packages, bookings, proof of play, certificates — beside the TV and radio book.
  • Regulation — the Indonesian Broadcasting Commission (KPI) enforces the Broadcasting Law and the programme and advertising standards (P3SPS), including advertising time limits and content rules; advertising content is also governed by the Indonesian advertising ethics code (EPI) administered by the industry. Time limits are enforced in scheduling; a spot's approval status attaches to the creative in trafficking.

Commercial and legal terms of an Indonesian deployment

  • Billing in IDR, VAT (PPN) at the standard rate, tax invoices through Coretax, through an Indonesian contracting entity
  • Hosting and data residency in Indonesia, under the Personal Data Protection Law (UU PDP, 2022) and the electronic-systems rules that apply to data processed in the country; role-based access, encryption in transit and at rest, audit log — see security
  • Interface in Bahasa Indonesia — one of the platform's 16 languages, already in use on this site — with English available to every user
  • Integration through the REST API: Nielsen data, playout and automation, agency planning and finance systems, accounting and Coretax
  • Onboarding in 48 hours for the platform itself, reference data migration included

Where the platform fits in Indonesia

The three large groups run station-side systems of their own, and a deployment there is a marketplace layer connected through the API — the alternatives page describes that relationship. The stronger fit is the rest of a very large market: the regional television stations and network affiliates, the radio networks and the long tail of local stations, out-of-home operators' direct business, and the agencies outside the largest groups — the part of the market that still books by messenger, e-mail and spreadsheet and now has to turn every booking into a Coretax invoice. In the platform's three live markets that is where the results came from: up to 95% of a country's TV inventory on one platform; −32% media costs for a national advertiser (Beeline); +47% occupancy for a national broadcaster (NTRC Uzbekistan).

Questions buyers in Indonesia ask

Is there one system that connects a TV channel, a radio station or a screen operator with the agencies and advertisers who buy from it?

Yes — that is what OpenMediaLogic is. The seller publishes inventory, availability and prices; the agency or advertiser plans and books against them online; the seller confirms; and the schedule, the certificate of airing, the reconciliation and the invoice come out of the same record. It covers TV, radio and digital out-of-home in one system, so a media group sells channels, stations and screens from one place and an agency buys all three in one plan.

We are a regional TV station or a radio network selling by WhatsApp and Excel. Can this replace that without a long IT project?

The platform itself goes live in 48 hours with your grid, rate cards and counterparties loaded; agencies book against live availability; certificates and reconciliation are generated rather than typed. Integrations — Nielsen data, a traffic system, Coretax — follow through the REST API at the pace of those systems.

Does it work with Nielsen ratings and the KPI's advertising time limits?

Nielsen data comes in through the API and the plan is calculated on it — GRP, CPP, reach, frequency. Advertising time limits under the P3SPS are enforced when a spot is placed, and a spot without approval status cannot be scheduled.

Can it issue our tax invoices through Coretax?

The platform issues every closing document — invoice, certificate of airing, reconciliation — from the booking record, and an Indonesian deployment connects that output to Coretax through the API.

Is there an Indonesian interface, and can we bill in rupiah?

Yes on both. Bahasa Indonesia is one of the platform's 16 interface languages, billing is in IDR with PPN through an Indonesian contracting entity, and data is hosted in Indonesia under the PDP Law. The platform is not live in Indonesia yet; a demo on your own inventory takes 30 minutes.
