TV, radio and DOOH advertising automation for Latvia

OpenMediaLogic can be deployed for Latvian broadcasters, radio groups, out-of-home operators and agencies. It is not live in Latvia today: the platform runs in Kazakhstan, Uzbekistan and Azerbaijan, where 200+ media brands use it. This page describes what a Latvian deployment would involve, in the market's own terms. How Latvia trades, and what the platform connects to

  • Television audience is measured by Kantar with a people-meter panel that has run since 1999; television is planned and traded on ratings, GRP and cost per point within a target group. The planning module takes Kantar data through the API and calculates GRP, CPP, reach and frequency on it.
  • Broadcasters — the public broadcaster LTV left the advertising market in 2021, so commercial television is the private groups: TV3 Group (TV3, TV6, TV8, TV3 Plus and the Go3 streaming service) and the channels of Duo Media Networks, alongside the smaller national and regional channels. Each sells its own airtime and streaming inventory through its own sales team. A group with a traffic system of its own connects it through the API; a channel selling from spreadsheets runs its book on the platform.
  • Radio audience is measured by Kantar; the commercial groups and the many local stations sell airtime through their own sales operations. Public radio (Latvijas Radio) does not carry commercial advertising. The radio module handles the schedule, rate cards, booking, certificates and reconciliation for a group of any size.
  • Out-of-home — JCDecaux and the local operators sell classic and digital inventory directly. The platform runs the direct business — packages, bookings, proof of play, certificates — beside the TV and radio book.
  • Regulation — the National Electronic Mass Media Council (NEPLP) licenses broadcasters and enforces the Electronic Mass Media Law, including advertising time limits, sponsorship and surreptitious-advertising rules; the Consumer Rights Protection Centre (PTAC) enforces the Advertising Law. Time limits are enforced in scheduling; a spot's approval status attaches to the creative in trafficking.

Commercial and legal terms of a Latvian deployment

  • Billing in EUR, VAT at the Latvian standard rate, through a Latvian or EU contracting entity
  • E-invoicing — structured e-invoices to public-sector buyers, with reporting to the State Revenue Service, are mandatory from 2026; mandatory business-to-business e-invoicing was moved from 2026 to 1 January 2028, with voluntary adoption encouraged from 2026. The platform issues the closing documents of every deal — invoices, broadcast certificates, reconciliations — from the record the booking was made in, and a Latvian deployment is built to hand them to the e-invoice channel when the mandate arrives rather than to be rebuilt for it
  • Hosting and data residency in the EU under the GDPR and the Latvian Data State Inspectorate; role-based access, encryption in transit and at rest, audit log — see security and GDPR and data processing
  • Interface in English, which is the language Latvian media business runs in with its international partners; Russian is available as a second interface language

Where the platform fits in Latvia

Latvia is a market of 1.9 million people whose commercial television is concentrated in a few groups, whose radio and out-of-home are fragmented, and whose agencies plan across all three Baltic states from Riga. The television groups run systems of their own and would connect through the API; the stronger fit is radio, out-of-home operators' direct business, the streaming inventory sold beside linear, and the agencies — and, because the groups and the agencies work across the region, a Baltic deployment rather than a Latvian one. That is the shape of market the platform grew up in: in Kazakhstan up to 95% of the country's television inventory came to be sold through it. Questions buyers in Latvia ask

Is there one system that connects a TV channel, a radio station or a screen operator with the agencies and advertisers who buy from it?

Yes — that is what OpenMediaLogic is. The seller publishes inventory, availability and prices; the agency or advertiser plans and books against them online; the seller confirms; and the schedule, the certificate of airing, the reconciliation and the invoice come out of the same record. Does it work with Kantar data and NEPLP advertising rules?

Kantar data comes in through the API and the plan is calculated on it — GRP, CPP, reach, frequency. Advertising time, sponsorship and surreptitious-advertising rules under the Electronic Mass Media Law are enforced when a spot is placed.

Latvia's e-invoicing mandate for companies starts in 2028. Is the platform ready for it?

The platform already issues every closing document from the booking record; when the mandate arrives the output is handed to the e-invoice channel through the API rather than rebuilt for it. Public-sector buyers, who require e-invoices from 2026, are served the same way.

What language is the interface in, and where is the data hosted?

English, with Russian available as a second interface language; billing in EUR through a Latvian or EU entity; hosting in the EU under the GDPR. The platform is not live in Latvia yet; a demo on your own inventory takes 30 minutes.
