TV, radio and DOOH advertising automation for Lithuania

OpenMediaLogic can be deployed for Lithuanian broadcasters, radio groups, out-of-home operators and agencies. How Lithuania trades, and what the platform connects to

  • Television audience is measured by Kantar with a people-meter panel that has run since 2000; television is planned and traded on ratings, GRP and cost per point within a target group. The planning module takes Kantar data through the API and calculates GRP, CPP, reach and frequency on it.
  • Broadcasters — the public broadcaster LRT has carried no commercial advertising since 2015, so commercial television is the private groups: TV3 Group (TV3, TV6, TV8, TV3 Plus and Go3; the group's Baltic parent is based in Vilnius) and LNK Group (LNK, BTV, TV1, Info TV, 2TV), alongside the smaller channels. Each sells its own airtime and streaming inventory through its own sales team. A group with a traffic system of its own connects it through the API; a channel selling from spreadsheets runs its book on the platform.
  • Radio audience is measured by Kantar; the commercial groups and the many regional and local stations sell airtime through their own sales operations. The radio module handles the schedule, rate cards, booking, certificates and reconciliation for a group of any size.
  • Out-of-home — JCDecaux and the local operators sell classic and digital inventory directly. The platform runs the direct business — packages, bookings, proof of play, certificates — beside the TV and radio book.
  • Regulation — the Radio and Television Commission of Lithuania (LRTK) licenses broadcasters and enforces the Law on the Provision of Information to the Public, including the rules on audiovisual commercial communication, advertising time and sponsorship; the State Consumer Rights Protection Authority enforces the Law on Advertising. Time limits are enforced in scheduling; a spot's approval status attaches to the creative in trafficking.

Commercial and legal terms of a Lithuanian deployment

Where the platform fits in Lithuania

Lithuania is the largest of the three Baltic markets, with 2.9 million people, two commercial television groups of comparable weight, a fragmented radio market and agencies that plan for all three countries from Vilnius. The television groups run systems of their own and would connect through the API; the stronger fit is radio, out-of-home operators' direct business, the streaming inventory sold beside linear, and the agencies — and, because the largest group and the agencies work across the region, a Baltic deployment rather than a Lithuanian one. That is the shape of market the platform grew up in: in Kazakhstan up to 95% of the country's television inventory came to be sold through it; the national broadcaster of Uzbekistan gained 120+ advertisers in a year after opening transparent online sales (case). Questions buyers in Lithuania ask

Is there one system that connects a TV channel, a radio station or a screen operator with the agencies and advertisers who buy from it?

Does it work with Kantar data and LRTK advertising rules?

Kantar data comes in through the API and the plan is calculated on it — GRP, CPP, reach, frequency. Rules on audiovisual commercial communication, advertising time and sponsorship are enforced when a spot is placed.

Can it cover Latvia and Estonia as well?

Yes — one deployment across the three Baltic markets, each with its own measurement currency, rules and invoicing, and one plan across them. The largest television group and the agencies already operate that way.

What language is the interface in, and where is the data hosted?
