TV, radio and DOOH advertising automation for Romania

OpenMediaLogic can be deployed for Romanian broadcasters, radio groups, out-of-home operators, sales houses and agencies. It is not live in Romania today: the platform runs in Kazakhstan, Uzbekistan and Azerbaijan, where 200+ media brands use it. This page describes what a Romanian deployment would involve, in the Romanian market's own terms — starting with the two things that changed in 2025 and 2026: the new Audiovisual Code and mandatory e-invoicing for every business.

RO e-Factura and the new Audiovisual Code

Since 1 January 2026 every business-to-business and business-to-consumer invoice in Romania is transmitted through the RO e-Factura system of the tax authority (ANAF), within five working days of issue, with a transition for the smallest companies to 1 July 2026; public-sector buyers have accepted only e-invoices since 2024. Every broadcaster, radio group, out-of-home operator and agency in Romania now turns every advertising deal into a structured e-invoice. The platform issues a deal's closing documents — order, schedule, certificate of airing, reconciliation, invoice — from the same record the booking was made in, and a Romanian deployment connects that output to RO e-Factura through the API. In parallel, the National Audiovisual Council's new Audiovisual Code (Decision 573/2025, applicable from October 2025) tightened advertising rules — hourly limits, sponsorship, product placement, categories under special conditions — and the scheduling module enforces those limits at the moment a spot is placed rather than at the moment the regulator asks.

How Romania trades, and what the platform connects to

  • Television audience is measured by Kantar Media for ARMA (Asociația Română pentru Măsurarea Audiențelor), the industry's joint measurement body, on a people-meter panel of about 1,400 households, under a contract running to 2027 with a cross-platform pilot alongside it. Television is planned and traded on GRP within a commercial target (typically 18–49 or 21–54 urban), cost per point and package deals with seasonal indices. The planning module takes ARMA data through the API and calculates GRP, CPP, reach and frequency on it.
  • Broadcasters — PRO TV (Central European Media Enterprises) holds the largest share of the television advertising market by a wide margin; Antena Group (Intact), Kanal D and Prima TV follow. Each sells its own airtime, sponsorship and streaming inventory through its own sales team, with the largest also representing thematic channels. A group with a traffic system of its own connects it through the API; a channel or a streaming service selling from spreadsheets runs its book on the platform.
  • Radio audience is measured by the Studiul de Audiență Radio (SAR) for ARA (Asociația pentru Radio Audiență), a telephone recall survey conducted by Mercury Research and IRES on more than 10,000 respondents a wave. The national commercial networks — Kiss FM and Magic FM, Radio ZU (Intact), Europa FM, Digi FM — and the many regional and local stations sell airtime through their own sales teams; public radio (Radio România Actualități) carries limited advertising. The radio module handles the schedule, rate cards, booking, certificates and reconciliation for a network of any size.
  • Out-of-home — the national and Bucharest operators sell classic and, increasingly, digital LED inventory directly; BRAT (Biroul Român de Audit Transmedia) runs the medium's monitoring and audit. The platform runs the direct business — packages, bookings, proof of play, certificates — beside the TV and radio book, and leaves the programmatic channel to the SSPs.
  • Regulation — the National Audiovisual Council (CNA) licenses broadcasters and enforces the Audiovisual Law and the Audiovisual Code, including hourly advertising limits and sponsorship rules; the National Authority for Consumer Protection (ANPC) and the Advertising Council (RAC) handle misleading advertising and industry self-regulation. Time limits are enforced in scheduling; a spot's approval status attaches to the creative in trafficking.

Commercial and legal terms of a Romanian deployment

Where the platform fits in Romania

Romanian television is concentrated: one group sells more than half of the market, and the top three deliver two thirds of the advertising audience. Those groups run station-side systems of their own, and a deployment there is a marketplace layer connected through the API — the alternatives page describes that relationship with Mediaocean, WideOrbit and Operative. The stronger fit is the rest of the market: the thematic and regional channels, the radio networks and the long tail of local stations, out-of-home operators' direct business, and independent agencies — the part of the market that still books by e-mail and spreadsheet and now has to turn every booking into an e-Factura within five days. In the platform's three live markets that is where the results came from: up to 95% of a country's TV inventory on one platform; −32% media costs for a national advertiser (Beeline); +47% occupancy for a national broadcaster (NTRC Uzbekistan).

Questions buyers in Romania ask

Is there one system that connects a TV channel, a radio station or a screen operator with the agencies and advertisers who buy from it?

For a thematic channel, a radio network or an out-of-home operator without such a system, the platform is the book.

Does it work with ARMA ratings and the CNA's advertising limits?

Kantar/ARMA data comes in through the API and the plan is calculated on it — GRP, CPP, reach, frequency. The hourly advertising limits and sponsorship rules of the Audiovisual Code are enforced when a spot is placed, not when the regulator asks.

Is there a Romanian interface, and can we bill in lei?
